I once heard an interesting - but dubious - theory that nominalizations become popular as societies grow more complex. As actions and agency gets hidden behind longer and longer chains of command, and actions stop being things that one person does, but long-term projects that are things in their own right, we feel obliged to use passives and nominalizations to reflect our more complex world.

I have no idea if this is true, though.
