You simply send them the .AIR file.

They will need admin rights to install it and they will need the AIR runtime installed. You cannot distribute the runtime unless you have been licensed by Adobe (the process is free and simple).

Click http://www.adobe.com/special/products/air/runtime_distribution1.html for the runtime license.
