Along with Flare and Lingo, you might also look into Help & Manual. They have a very interesting approach to translation, and I think it is the least costly solution you will find: http://www.helpandmanual.com/partner_translation.html. Help&Manual itself costs $400 less than Flare, and unlike Flare, which needs Lingo for translation, no additional modules are needed. In other words, your all-in cost will be $595 per license--and that includes excellent customer support.

Our translation costs are getting too high.
I am looking for a good open source CMS that can help manage localization, or a low cost solution that allows us to choose which CMS modules we want to activate (we do not need and are not ready for a full CMS implementation yet).
Does anyone have any suggestions?
