Perhaps it is a semantics issue and he thinks that the server is the dominant or driving component of a client/server system. Maybe it has something to do with how servers are depicted in flowcharts and other documents, as one server with many clients. The engineer may be avoiding the fact that a server is nothing without a client or other component that uses the server, but clients can standalone and still have utility.

My guess is that the engineer works with servers and not clients. I would correlate this to a technical writer who thinks that the writer is dominant to the users of the documentation, which raises images of a writer-centered audience, rather than audience-centered writing.
