I've never had a document go through MIF without needing some kind of
tweaking to fix something that didn't translate correctly.
If the likely scenario is all but one person on FM9, I'd get the new person
FM9 so everyone using FM is on the same tool set. Snag one of the unused
FM9 seats that that "Team B" hasn't bothered to install yet. Then let the
company decide when to spend the money and drag everyone kicking and
screaming to a new version together. At the rate companies are spending
money and promoting change today, five years from now you'll all still be
using FM9, Adobe will be spamming you with sales pitches for TCS 6 or 7 and
at least some members of "Team B" will still have uninstalled FM9 seats
sitting in their desk drawers.
