I will repeat my earlier advice that you send a message to the recruiter stating that effective immediately they do not have your permission to present you for this or any other opportunity. A cc to someone higher up in this agency, if you can get a name, stating that the reason is the recruiter's lack of response and apparent misrepresentation that she was working with the company on this position is the reason behind your message, might also be a good idea. Do this before they sink any chances you might have with any other employers by sending your resume in to job listings unsolicited.
