I know of only two published items on writing API and SDK documentation.  A course-on-DVD with workbook is available from thirdwavestudios.com<http://thirdwavestudios.com>.  A self-published book on the topic by Victoria Maki and James Bisso was available for a while, (ISBN 9780963002105) but is no longer in print.

Both were helpful to me when I was starting to design API docs.

Googling will also turn up a discussion on slashdot from five or so years ago.
