Indeed. In my US state it is technically illegal to call myself any kind of engineer unless I have an especially granted engineering license, such as steam, electrical or civil. I am, however, usually a very civil technical writer, in spite of occasional jaundiced opinions.

When I do computer programming, I am a computer programmer. I suppose I could use the term "software developer" but when my code didn't work (and that's often the case for many programmers, with one glaring example sitting at healthcare.gov) I'd get called a software developooper.
