John's idea is good. But don't forget to explain what the blinking
graphic means.
But does it have to be graphic? I've seen manuals with tables of text,
e.g., with the following columns:
1. which LED
2. the state (off, green steady, amber blinking, etc.)
3. what it means
4. what to do
Then there would be a picture of the panel with callouts labeling the
different LEDs.
