suggested the use of an IF conditional to check for a Heading 1 StyleRef

That sounds like a great idea that would work, but unfortunately because
the content of the previous section's Heading 1 style contains text, the If
conditional fails. (Ask me how I know. Grrrr!)
However you could use a conditional to test for and use Heading 1 Hidden,
or fallback to Heading 1 if not found. Then the only requisite is to have
one of those two styles on the first page of the section.
