Peter Neilson asked, "Has anyone ever had success using the "shotgun"
recruiters who send out
requests asking to place us into slots for which we are not qualified?

Peter:
I've created a form letter that I send to such recruiters:
"Lately I've received several job queries for positions outside my field.

know many recruiters depend on commissions, and are eager to fill positions.
Because I've written documentation for a wide variety of things, sometimes
those topics come up in key word searches. Although I have documented things
like help desk procedures and .NET programs, it doesn't mean I want to work
with them in a full-time position as an analyst or developer.
"I think you need to review your search terms, and carefully read the
resumes of the potential candidates brought up by the search, before sending
out irrelevant job descriptions to people who are not really candidates for
the position you are seeking to fill."
Then I add those recruiters and their agencies to the list of agencies that
I refuse to do business with.
Surprisingly, I've even gotten a couple of apologies from unthinking
recruiters who realized they deserved the letter.
