I did one of these once. The tools you use for writing it are unimportant.
The biggest two problems are:
1. Coming up with a method for resolving conflicts that is actually
effective.
2. Establishing ongoing maintenance that does not tie you down at an even
lower pay grade for two decades.
The people who "own" the wrong definitions will undermine and sabotage you
at every opportunity, now and in the future.
My advice? Do not take on this doomed project.
