Today, obviously, in many fields no one expects engineers to write well.

Not only today :-(.

Back in engineering school in the early '80s, my advisor was very apologetic that engineering students had to take any English classes at all -- what a terrible advisor he was!

Thankfully I ignored him, and took lots of English classes (and got better grades in them than in many of my engineering classes, which makes it logical that eventually I became a tech writer :-). Fortunately, not everyone thinks the same. My engineer-spouse took even more English classes than I did, and received an English minor along with his Engineering degree.

So yes, I believe that the "education" system certainly bears some of the blame for the sorry writing skills of many engineers.
