TechWhirl (TECHWR-L) is a resource for technical writing and technical communications professionals of all experience levels and in all industries to share their experiences and acquire information.
For two decades, technical communicators have turned to TechWhirl to ask and answer questions about the always-changing world of technical communications, such as tools, skills, career paths, methodologies, and emerging industries. The TechWhirl Archives and magazine, created for, by and about technical writers, offer a wealth of knowledge to everyone with an interest in any aspect of technical communications.
I haven't used it lately, but iirc, I created a group that all the SMEs and
myself belonged to and we each used a different color to create our
annotations. Because we were all in the same group, we could see each
other's. I think the free version allows for 4 users in a group. Then I
used the My Library feature to manage all the comments. It wasn't the best
for a review, but it was the best that I could find at the time.
