Chris,
A local VPN setup will not mask your traffic to your ISP, because it is in
your local network. Your ISP can see whatever comes out of your local
network, regardless of device. What the VPN service provides is an external
point to send your traffic to in an encrypted fashion. Basically, you send
your request to visit amazon.com to the VPN and it relays the transaction
to amazon and sends you back the results through the VPN tunnel. Your ISP
just sees encrypted traffic back and forth to the VPN, and not the DNS,
HTTP, and other requests or where they're going to.

A local VPN would be useful if you wanted to access resources on your local
network from outside, like if you had files on a shared hard drive and you
wanted to get them while outside the house.
