The part of "via URL" is confusing, since it is not clear if a view itself is being put in a URL, which would be impossible since the URL is a text string and not a graphical interface, or if the view is being shared with a URL.

Active voice is when the subject performs the action denoted by the verb.
If the view is being shared, then, as I understand it, the action is sharing and the subject is a view. So, your example would be active voice.

Passive voice is when subject is acted upon by the verb.
The use of "via" suggests the URL may be the subject. An active voice inference is "Use the URL to share a custom view." If that is the context, then would your example be passive voice?
