Resume design is secondary or tertiary to required skills and then use of those skills demonstrated in the last five years. You need to tailor the resume for specific jobs and job descriptions. Find job descriptions for three jobs that your friend would consider and gear the basic resume toward those. You are better off to write the resume for the job description than to write the resume for the job applicant.

Accomplishments, hard skills, and soft skills can make for a great looking resume but the resume must match what employers want. Employers are looking for specific skills and methodologies demonstrated in the recent five-year work history as well as current, relevant certifications and organization memberships.

Employers also want what I think of as the right work-type fit. So, for a long term, permanent position, they want someone who has a long-term, permanent work history or a very strong motivation for that type of job. Short-term contract positions need a work history consistent with the term of the contract and a person who is active in staying current with modern business practices and technologies demonstrated by education, certifications, and organization participation. I think a person who possesses all of these qualities might be able to write their own paycheck.

A person with out-of-date skills or who has been in a position for a long time without demonstrated advancement in responsibilities or skills will need to work on advancing skills and gaining necessary education, certifications, and organization membership to appeal to employers. There will always be several H1-visa and recent citizen candidates who possesses the most current skills and who will look better on paper than the average applicant.

Well, they finally sent it to me. I guess they're serious.

I figure I will read it through this weekend, then create a list of follow-up questions.

I will arrange a time for a phone interview, and ask them describe their accomplishments, hard skills, soft skills, and so forth, in their own words, without reading from their resume.

I am hoping to glean enough information from the phone interview to rebuild the resume. Maybe even redesign it from the ground up. Will need to bone up on my design skills, however.

Do you folks have any other suggestions for me on this?
