I think it's an exercise in creative bureaucracy. Sometimes a crazy job listing is intended for a preselected internal candidate. Perhaps the current position's pay scale is inadequate to retain a key employee, and it's too much trouble to change the scale or to create a totally new position. What to do? Move the chosen person into an existing job slot that has a better pay scale, in this case called "technical writer." The job will need to be posted for outside hiring, however. How to avoid having to interview hopefuls? Make the job description repulsive and contradictory. VoilÃ!

I have discovered that a poorly written job post is not always the fault of the company that has the open req. I have had some great experiences working on projects that at first I was inclined to reject based on the job post.

I'm with Lauren and Rick in guessing that they are looking for people who can write about automotive or mechanical procedures and/or products. I personally know someone who designs high-tech valves for several industries including oil extraction and refining, chemical and medical.
