HR changes things because they can. Gives them something to feel important about. I've written before about how they prevented our tech-writing group at Prime Computer from finding the qualified candidates we were seeking.
"Why haven't you hired Ron?"
- "Because he never applied for the job."
"Oh yes he did. HR must have not sent it through. Call him up directly and make an offer."

5+ years at my current company. Was hired as a "Technical Writer III"
- they had numerical levels to indicate experience or skill level.
Level "I" was entry level. I probably should have been a "IV" but the
numbers in the offer letter were good, so I wasn't going to quibble.

A couple of years ago, the HR department, in its infinite wisdom
(monstrously huge sarcasm), changed things around and all the tech
writer titles were changed to something like "Writer/Editor" and all
of the numerical levels went away. It was somewhat distressing, but I
didn't really care very much. People bring me things to work on
because I am the doc guy, no matter what you call me.

Am curious to see what your new title turns out to be.
