What does the reader need to hear?

A simplistic answer to that is "he/she needs to hear what they want to
hear." An administrator needs to first be aware of what the user wants.
If that is supplied the sytem will be used. If the administrator thinks
what the user NEEDS to hear and provides that, like the proverbial veggies,
the user will avoid the system. In some ways that is very sad, but IMHO
it is reality.
