"The names of states, territories, and possessions of the United States
should always be spelled in full when standing alone. When they follow
the name of a city or any other geographical term, it is preferable to
spell them out except in lists, tabular matter, notes, bibliographies,
and indexes. In such instances the first of the two forms illustrated is
preferred; the two-letter form is specified by the U.S. government for
use with zip-code addresses and is often useful in other contexts"
