I'm not totally covinced that the Post Office looks at the Zip Code
first. I used to live in Utah (UT) which, depending on your
penmanship, can look like Vermont (VT). I'd frequently
get letters that had been sent to Vermont first. You can usually
tell when this happened because the letter would have an additional
Vermont postmark on the back flap of the envelope (per their
regulations). When writing home I usually specify the state by
writing UTah...just to avoid any potential confusion.
