Although I do not have any idea where you would get examples (other than from
someone who has happened to write them), I would add to previous comments on
EIRs that Environmental Impact Statements *are* different from Environmental
Impact Reports. An "Environmental Impact Statement" is required in any proposal
that goes to the U.S. government. Whether or not the subject being proposed has
an obvious impact on the environment, you must explain how your project will
affect the environment in this statement -- even if it is just to say that due
to the nature of this project, the various elements of the environment involved
will not be affected in any way. Of course, if your project is beneficial to
the environment, you might also include that information. But particularly if
there are questionable elements in your project, you must justify their use and
explain how you will mitigate any possible consequences. I hope this helps
some. Perhaps the best US agency to contact would be the Environmental
Protection Agency. I don't have the address handy, but it should be somewhere
in the reference section of your library.
