Bristol Technology has a product, HyperHelp that fits the
bill!  No royalties, Frame compatible (MIF!), SGI/SUn/HP/IBM.

And for you windows folks, it even supports RTF and SGML!!

(With our Bridge product you can have one MIF source for
Unix and Windows!!)
