The ratio often depends on the type of development organization being
supported. Application software development has a higher ratio (7:1
is typical) than systems software (4:1 is typical). Another factor is
the role of the writer - some companies use the writer to "clean up" an
engineer's draft. This results in higher ratios. If writers are in
place to produce functional specifications, test and document with
pre-release software, etc. the ratios are lower.
