Probably PMJPEG.

Under the Save As... menu item, there's an Options button. If *.BMP is
selected as the filetype, it gives the option to save in OS/2 1.x, OS/2 2.x,
or Windows 3.x bitmap formats. It also gives the option of saving files in
.GIF, .JPG, .TGA, .TIF, or .PCX format (it will also work as a conversion tool
- just load a file and re-save it in the desired format).

There are also a wide number of other apps that can do conversions - PMVIEW,
JoeView, GBM, etc. etc. ad nauseum. Find'em all on Hobbes
(ftp://hobbes.nmsu.edu/os2/graphics/)
