I second this.  I once used a stopwatch to time a series of simple
tasks (booting, starting Windows, opening a Word doc) on my machine
and a co-worker's machine that had been recently upgraded.

Also, if you are expected to do DTP and develop online help, it certainly
helps to have a computer with enough memory to handle the tasks.

BTW, aren't corporations really goofy about computers sometimes?!  My
husband thrice found himself on a list to receive a spiffy new PC that
he *did not need* and had to push a bit to get his name *off* the list.
(He is a programmer who was using a fast X-terminal for his development;
he also *hates* Windows!) Meanwhile, the tech writing dept. of the same
corporation was sometimes asked to justify PC upgrades!

I can empathize with you.
