writing for html, revised

I just posted a request a few minutes ago about writing for html, and I've
already received several responses.  I realized I need to be a little more
specific in my question.

I've been creating Web documents for a while, so I'm already familiar with
the idea of linking and chunking information. I've also been modifying and
converting existing documentation to html for the same amount of time. I'm
familiar with Horton's work and Brockman's work. I understand the
differences between paper and on-line documentation.

My question is this:
How does your writing process differ when you are creating an on-line
document (specifically html), versus a paper document? I'm looking for
specific steps.

For example, I'm trying to develop a format for outlining my document
before I begin writing it.  I'm finding that the way I outlined
documentation for paper docs is not suitable for outlining on-line docs.
How do you create an outline for an on-line document? Is it similar to a
flow chart?

Again, my focus is on the *writing process*.
