According to Janice King in "Writing High-Tech Copy That Sells," "a
white paper is an essay-style document that presents an analysis
or in-depth explanation of a technology, market trend, or issue."
She goes on to give more details and examples, but I'm sure that
the meaning of the term may be relative to the field in which
you're working.
