I suspect that, once somebody's got a work permit in one EU country, it
would be relatively easy to move to another EU country.

A check on where your ancestors, especially your male ancestors, came from
could also be useful. Each EU country has kept its own nationality laws. and
if you can acquire a Ruritanian passport you can live and work in Erewhon.
