Sorry, the caffeine hadn't kicked in yet. I meant to
discuss "security", not "secrecy" in my previous post. The
two are related, but not identical issues. The rest of the
message still pretty much stands, though.
Case study: FERIC is funded by fewer than 100 clients in
industry and government. Our research reports go directly
to these clients for free, and any non-client pays for
copies. Secrecy and security? Nonexistent. The government
clients put the reports into libraries, many of which are
public, and anyone can obtain a report, photocopy it, and
distribute it as widely as desired. The value-added for our
clients is that they directly shape the research program,
get the results before anyone else does, and can call our
researchers at any time to discuss the results.
