For what it's worth, I worked on a committee that set up a tech writing
program for a community college. My feeling was that a good writer can
write about ANY subject - they disagreed. The 2-year certificate
requirements are basically: 50% tech subjects (from welding to computer
science - literally anything techie) + 50% writing (concentrated in tech
writing but some basic lit).
