IMHO,

When you hire a writer, you should take into account the person's
writing skills, research skills, communication skills, and (possibly)
technical skills. You should not be concerned with whether the individual is
an expert in Frame, Word, or RoboHelp. Most good writers are intelligent
individuals. Most intelligent individuals can learn any of the above tools.
If there appears to be a problem with the new writer learning or using the
tools, YOU should send that writer to a training class to learn the tool.
