I am not joking when I write that a hospital in LA talks of "negative patient
output" (i.e. dead),

I believe this is a misquotation of "negative patient *outcome*," which, while
inelegant, is widespread in North America and quite specific. It means a
failure of treatment to achieve the desired goal and includes, say, a poison
oak rash that does not respond to calomine lotion.
