The Association of Teachers of Technical Writing (ATTW) publishes
Technical Communication Quarterly. Articles are often on the academic
side, so they might not be to everyone's taste, but I enjoy them. An
individual membership, including four issues of the journal, is $30 per
year. An institutional membership is $50.
