I believe the package you want is PFE (Programmer's File Editor). This
is an excellent FREEWARE program available in both 16-bit and 32-bit
versions. It not only supports drag and drop, it does drag and drop from
the desktop, can be easily tailored for any language (even HTML/SGML)
and has a neat keystroke recording function. I have used it on text
files of upto 17MB without any problem.

P.S. I have no affiliation with this tool of the author, I just think
it's excellent.
