Thanks to all who responded concerning this.
Microsoft puts out an unsupported utility called AutoDuck which is a
tagging language which (according to them) makes it easier to document
C++, C and other code. Autoduck works with these tags inserted by the
programmer to create an RTF file.
It is on the MS Developer Network Development Library CD ROM under:
Disk 2/MSDNSmpl/Untools/Autoduck.
It is free. I guess it is available somewhere on ftp.microsoft.com.
