I don't know how common this is industry wide. However, I worked for one
company that did the same thing. For that company, it has nothing to do
with withholding pay to the employee because of lateness or anything else.
It is simply because they outsource their payroll, and exceptions to the
process of reporting employee's hours are rarely, if ever, tolerated by the
payroll processing firm.
