Paula,
From my experience, adding one extra line/CR was the only way to solve the
problem. A section or page break has the same style as the next line so
adding an extra line with the Normal style rather than Heading 1, 2, 3,
etc. would solve the problem. This probably doesn't help you, but I think
you have reached the limitations of MS Word. I hope someone can prove me
wrong!
