I monitor comp.infosystems.www authoring.html (ciwah).
Haven't read Siegal's book myself, but have read some
reviews of it. There was quite a flame war about it on
ciwah, a couple of months ago.

If the flame war is any indication, Graphical Design-o-philes
love this book, and view Siegal as some sort of design God.
HTML purists hate it, because Siegal advocates using HTML
"hacks" and tricks to achieve graphical effects. For example,
Siegal isn't interested in users who aren't using one of the
top two browsers, or who may be viewing pages with images
turned off (or users who may be using older, slower equipment,
with smaller monitors).

Based on this, I'd say this book has probably has some good
design ideas, but stay away from his HTML mark-up suggestions.
