I disagree. Anything can be benchmarked anywhere - you're simply finding
a starting point and determining improvement (or not) from there. According to
Webster's, a benchmark is a standard of measurement or evaluation. Much
benchmarking is done based on outside information, but you can also benchmark
from within, using your own statistics and metrics. "Who" you benchmark against
really depends on the type and scope of information you're looking to find.
