WinWord (at least in version 6) will saves the template name with the
document. Word will look for the template in a number of locations. I
don't know if this is documented anywhere, but my experience has been that
it looks first in the same directory that the file is in for the
appropriate template--even if there is a template with the same name in the
user's template directory.
This means that you should be able to email the document and the template
together and have the recipient save them both in the same directory. All
the functionality of the template should then be available in the document.
You can test this yourself. Create a template in your user template
directory. Make one style in it distinctive. Then create a new document
based on that template. Type in some text and apply the distinctive style
to the text. In the FileTemplates dialog, check the "Automatically Update
Document Styles" option. Then save the document somewhere other than your
template directory.
Now copy the template to the same directory as the document. Open the copy
of the template and alter the distinctive style so that you can easily
distinguish it from the original template. Save the changes. Now open the
document and the text should be formatted with the altered style. If you
look in FileTemplates, you can see that the path points to the document
directory.
Now close the document and delete the altered template (or move it into a
different directory). Now open the document and the text should be
formatted with the style in the original template. If you look in
FileTemplates now, you should see that the path points to the user template
directory.
If you repeat the steps above, you can see that Word will always (at least
on my system with Word 6) look in the document directory first for a
template.

I have resorted to emailing a copy of the template (*.dot file) with
instructions for them to load it into their templates directory. Not
perfect,
but it has worked for me.
