So far as I know, there is no reason that anyone who wants to teach
FrameMaker can't. When the local tech-writing program was looking for a
Frame teacher, the question of certification didn't even come up.

Probably, the only way that Adobe could possibly intervene is if the
course was being taught with illegal copies of Frame.

The certification for Frame teachers is a guarantee of quality, not a
requirement.

From my own dealings with training companies, the main reasons that
Frame courses are less readily available than courses in other software
are the demand and the cost. Even with the discount that Adobe gives for
group licences, preparing to teach Frame on any scale is a serious
investment. And, with much greater demand for cheaper software programs,
most training companies prefer not to make the investment.
