Susan Sackett-Wilk asked:

Does anyone know of a help development tool that provides a conditional
text feature like FrameMaker's?

Wextech's Doc-to-Help supports conditional text. While not as robust as
Robo-Help, this help-authoring tool works well for smaller help systems. It
runs on top of MS Word.
