Does the phrase before
the list need to be a complete sentence? I generally write:
"You use blah-blah to:

Is this incorrect?
The introduction to your bulleted list doesn't need to be a complete
sentence, but you might want to check the Chicago Manual of Style to get
ideas on how to punctuate lists under different circumstances.
