Looks good to me. Three caveats, however:
1. How are you going to handle the multilingual issue? Are all messages
on the maillist to be in English?
2. Be prepared to add/change/delete things in your charter having to do
with purpose and activities, especially in the first year.
3. Do you intend to moderate the maillist? If so, what are the
criteria? There are strong arguments pro and con, incidentaly, so be
prepared for objections no matter what you do.
