The best package for creating web graphics is the one you know the best,
because when all is said and done, once you export to .gif, a .gif is a
.gif and the package that you use to create it is beside the point.

That said, I've found a somewhat serious limitation in Corel -- it
won't generate a .gif with any dimension less than 32 pixels. That
doesn't stop me from using it -- I just paste my smaller graphics
(rules and buttons, mostly) into Paint Shop Pro to export.
