I worked as a technical editor for a civil engineering company.
Civil engineering companies are to a large degree service companies.
They are not involved in actual production work. The are a drain on
their client's resources (as viewed by the client's pocket book). There
is fierce competition among firms. Thus, pay starts out low and, only
if you make the cut, increases rapidly as you move to the top. If you
aren't an engineer, moving to the top is impossible, so watch out
technical editors or writers! Where do you fit into such a scheme? At
the bottom, of course.
