I think it depends on what information you have in your intro. I prefer to
put generic material like doc conventions, doc set overview, and intended
audience for the manual in a Preface before the TOC. I put the Introduction
as Chapter 1 immediately following, containing information introducing the
current product or whatever else *this* manual covers.
