Don Timmerman posted this as an employee of a DOE contractor.

I do a lot of work for the Idaho National Engineering Laboratory (a
Department of Energy facility). Their style guide states clearly: "Use
bullets when the order of the list is not important; use numbers when the
order or sequence is important."
